
Second Radio Message announcement to Iraqi

Welcome to the Iraqi Media Network, the Voice
of the New Iraq.
Tonight we will continue our dialogue with the Iraq people. Our aim is to create better
understanding among the Iraqi people about what is happening in Baghdad. And in the coming
days we will present news from all over Iraq.
Last night we described that this journey will have 3 distinct phases: first, will be the
stabilization phase. Second, will be the transition phase. And, 3d will be the
transformation phases.
Tonight we will explain more about the details of this stabilization phasethe
necessary first step in your journey to free and fair elections and the transformation of
Iraq. A free, united, stable, and prosperous Iraq led by Iraqis.
There is much work to be done; however, before the New Iraq is ready for elections and
leading itself into the bright future.
First, the Coalition Liberation Force will evolve into a stabilizing force. A force that
will create a safe, secure environment for the Iraqi people and the Coalition Office of
Reconstruction and Humanitarian Assistance
ORHA.
ORHA, led by Mr. Jay Garner, will administer humanitarian assistance, reconstruction of
essential infrastructure, social services, and civil administration to serve the Iraqi
people.
Jay Garner has now begun his assessment tour of Iraq. Mr. Garner visited an electric power
plant and a hospital in Baghdad. He has arranged meetings with key Iraqis to improve the
quality of services and life for the Iraqi people.
Mr. Garner has visited the South of Iraq last week and will visit Northern Iraq this week.
Mr. Garner will be working closely with the coalition liberation and stabilization forces.
The commander of the Coalition Liberation Forces will speak to you later this week. He
will explain to you about his plans and priorities and his close working relationship with
the Coalition Office of Reconstruction and Humanitarian Assistance.
ORHA has been working closely over the past several weeks with the Iraqi people of Umm
Qasar and Basrah to re-establish water, some electricity, and even open a school for the
children. Umm Qasar has formed its own town council to work closely with ORHA and the
stabilization forces.
Work is continuing to provide humanitarian assistance and restore essential utilities for
the people of Baghdad. Similar dialogue and cooperation is sought in Baghdad.
The electricity power grid is expanding and
will be rotated among the various suburbs soon. This radio network will soon publicize the
restoration schedules for humanitarian aid and restoration of essential services.
With over 30 years of destruction and tyranny, we can
not effect the necessary change over night. We must be patient. We are working a fast as
possible to provide aid for the people of Iraq.
